American retirees moving to Phuket choose between converting in Thailand to a Non-O or applying at a Royal Thai Embassy/Consulate in the US (Washington DC, Los Angeles, New York, Chicago) for a Non-O-A. The decision turns on whether you can obtain an FBI background check on time, how your Social Security and retirement-account income is documented, and your health-insurance position. Below is what changes for US nationals.

What is different for US nationals

  • Police clearance. The Non-O-A typically requires an FBI Identity History Summary (Identity History Summary Check) with apostille from the US Department of State. Plan 6–10 weeks.
  • Income proof. Social Security award letters and IRA/401(k)/pension distribution statements are widely accepted once notarised and apostilled or embassy-certified.
  • Health insurance. US Medicare does not cover treatment abroad. The Non-O-A insurance level must be met with a Thai or international policy at the prescribed coverage.
  • USD transfers. Send the qualifying funds as a wire from a US bank in USD — not from a Thai-resident account or via a domestic Thai payment app.
  • FATCA/W-9 awareness. Some Phuket branches ask US citizens for a W-9 at account opening; we pre-arrange the branch and paperwork so this is not a same-day surprise.
