Russian retirees moving to Phuket usually convert to a Non-O inside Thailand because Non-O-A processing at Thai missions in Russia and international transfers from Russian banks have both become more complex. The in-country route avoids those constraints. Below is what changes for Russian nationals.
What is different for Russian nationals
- Police clearance. If applying for the Non-O-A, Russian police certificates need apostille from the Russian Ministry of Justice. Plan for translation and embassy-side certification too.
- Pension proof. Pension Fund of the Russian Federation statements are accepted as income evidence once notarised, apostilled and translated.
- Bank transfers. Sanctioned Russian banks cannot SWIFT to Thai correspondents reliably. Funding the Thai account usually means a transfer from a non-Russian account (UAE, Kazakhstan, Armenia, EU residency bank) so the Thai bank can log a clean foreign inflow.
- Cash declarations. Carrying cash into Thailand has declaration thresholds — not a substitute for the seasoned bank balance method.
- Health insurance. Russian state cover is not accepted abroad. Thai or international policy at the prescribed coverage required for the Non-O-A.
The practical route from Russia: in-country Non-O

- Open the Thai bank account at a Phuket branch that handles long-stay accounts for non-EU residents.
